Small Cells (wireless facilities) are radio antennas and support equipment installed on streetlights, rooftops, and other locations as a primary way to deliver 4G (Fourth Generation) and, more recently, 5G (Fifth Generation) mobile technology. Other equipment, such as an electric meter, may also be placed on the pole or on a nearby pedestal. Small cell nodes are always connected to a fiber network.
Small cells will help wireless service providers in meeting the continuously increasing demand for wireless services. The increased use of smart phones, tablets, health monitors and other wireless devices in every-day life relies on a robust wireless netw ork to maintain fast, reliable speeds. A small cell network will enhance citywide data capacity and emergency communication capabilities.

The City is currently in the process of updating the 2021 Wireless Ordinance and Design Standards by incorporating feedback received from the public and improvements recommended by staff.
CURRENT Wireless Ordinance & Design Standards
Based on federal and state rules, the City has limited authority to regulate small cell installations from telecommunication companies. While the City cannot regulate the technologies wireless carriers use, the City has powers to regulate time, place, manner, and aesthetics of small cells.
Federal law 47 USC 332 (c)(7)(B)(iv) preempts the City from regulating small cells based on radio frequency (RF) emissions that are compliant with FCC regulations.
On July 19, 2021, the City adopted our Design Standards and Application requirements for small cells to provide reasonable and consistent guidelines to help streamline the permitting review and approval process, convey design preferences, and minimize visual impacts.
All small cells require both a Wireless Communication (WC) Permit and an Encroachment (EP) Permit prior to construction and operation. All companies wishing to install new small cells on City-owned streetlights must enter into a Master License Agreement prior to acceptance of an Encroachment Permit application.
